Both glue pages into a square spine. PUR uses a stronger, more flexible adhesive, so pages open flatter and hold up better to heavy use and coated stocks.

For saddle-stitched booklets, yes, because they're made from folded sheets. PUR-bound, perfect-bound and wire-bound publications are more flexible.
